Position Description:

In this role you will create DCMA/DPAS compliant procedures for property management throughout the company as well as maintain auditable records of government-owned property located at the facility and associated vendor/subcontractor facilities or other alternate sites. You will ensure records include authority to have the property and an audit trail of acquisition, receipt, identification, records, physical inventory, utilization, reports, sub-contractor control, maintenance, disposition and contract property closeout.


  • Prepare procedures to implement FAR/DFARS and DCMA requirements. Prepares status reports to management on departmental activities.

  • Assists in appropriate phases of the Government’s survey of a Line of Business, (LOB) site’s Government Property Management System. Assures deficiencies noted during the survey are immediately addressed by informing the responsible supervisors of the findings, recommending solutions and assisting in the development and implementation of the corrective action plan and subsequent documentation needs.

  • Establish and maintain document files with source documentation to support the financial and management information on general equipment and real property assets.

  • Ensure PCARSS activity is performed in a competent manner. Item identification and system input activity is performed accurately and timely thus eliminating extensive backlog.

  • Manage Lost Damage, Destruction, and Theft (LDDT) activities and monitor outcomes.

  • Maintain system accuracy (ex: Property Management System [PMS], Defense Property Accountability System [DPAS]) pertaining to Government property thus streamlining data requests, minimizing rework of data entry and eliminating redundant system content validations.

  • Support health check metrics for management of department.

  • Ensure that assets are received properly, and are identified and added to the appropriate system within the specified time frame.

  • Ensure compliance with company policy and procedures, contractual and FAR/DFARS requirements.

  • Involved with reviews of vendor/subcontractors control of government property in coordination with management and Purchasing, Subcontracts Departments and Program Management. This may be accomplished through site visits.

  • Perform self-assessment of compliance to published procedures, contractual and FAR/DFARS requirements, meeting schedule requirements.

  • Aid in support to corrective action plans (creation and implementation) to insure acceptable process control and positive audit outcomes.

  • Aid in the development of accurate and timely CAR responses (if applicable) for Management review/approval.

  • Work with Contract Administrators and Program Managers to ensure that excess government property is identified before period of performance is completed. Arrange for the disposal of all excess government material, equipment, vehicles, as coordinated with the Governments Plant Clearance Officer and Procuring Contracting Officer.

  • Provide complete and accurate data for all GP reporting (ex: PMSA, Self-Assessments, LDDT and DD Form 1638).

  • Provide work status to manager on an established basis.

  • Identify property issues and potential practical and simple solutions and present them to management.

  • Able to perform other duties as needed.

  • Conduct Government Property Physical Inventories.

  • Maintain up-to-date knowledge of relevant discipline(s), industry practices, trends, and applications.

  • Maintain a safe work environment and ensures compliance with safety objectives and policies.

  • Maintain an awareness of regulatory changes and their impact on contracts.

Required Qualifications:

  • Experience writing and implementing procedures to govern property management and ensure compliance with DCMA/FAR/DFAR requirements

  • Solid working knowledge of FAR Part 52.245-1 and 45, DFARS part 245 and other contract clauses impacting government property.

  • Writing skills must be adequate to write procedures implementing FAR/DFARS changes and make the necessary reports and correspondence.

  • Good working knowledge of in-plant managerial relationships and operations.

  • Excellent interpersonal and influencing skills to interface with government representatives and internal departments.

  • Ability to exercise discretion and independent judgment.

  • Ability to communicate effectively both orally and in writing.

  • Good planning, time management and organization skills.

  • Sound interpersonal skills used when interfacing, coordinating, and negotiating with Company personnel, customers, and suppliers.

  • Ability to use computers to prepare appropriate reports and documents.

  • Proficiency in use of word processing, spreadsheet, and database development programs (such as Word, Excel, ERPs, and Property Management System).

  • Ability to make decisions using sound judgment while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations.

  • Ability to develop/demonstrate research and presentation skills.

Typical Education / Experience

  • Bachelor's Degree and 7 years work experience or equivalent experience

  • Knowledge of IUID Registry and DCMA Etools.

  • Certification in National Property Management Association (NPMA).

  • Experience in a Defense Contracting environment.
