Position Description

DZYNE has an immediate need for a talented Sr. Government Buyer who will join our industry leading team in Irvine, CA. In this role you will support DCMA compliant purchasing procedures throughout the company as well as maintain auditable records of all procurements. You will ensure records include an audit trail of acquisition, competition, justification, evaluation, award, and closeout.

Job Duties and Responsibilities

  • Executed entire procurement cycle including compiling information and records to draw up purchase orders for procurement of materials and services in support of a CPSR compliant purchasing system.

  • Plan, direct, or coordinate the activities of Jr. Buyers and related employees involved in purchasing materials, products, and services.

  • Develop business relationships with suppliers, vendors, and subcontractors to manage performance, quality improvement, productivity and service level including master service agreements for appropriate terms and conditions.

  • Manage vendor issues.

  • Ensure that all purchase orders contain all required information, signatures, and documentation.

  • Work alongside contracts management to ensure subcontract procurement is CPSR compliant.

  • Maintain thorough knowledge of procurement statues, regulations and laws to ensure the Company is in compliance with Federal Acquisition Regulations (FAR) and other state, local, and federal laws.

Required Education/Experience

  • Bachelor's Degree in Business Administration or equivalent study and 7+ years work experience in Procurement for Government Contracting.

  • Experience writing and implementing procedures to govern procurement and ensure compliance with DCMA/FAR/DFAR requirements

  • Solid working knowledge of FAR Part 44 and the CPSR guidelines

  • Writing skills must be adequate to write procedures implementing FAR/DFARS changes and make the necessary reports and correspondence.

  • Good working knowledge of managerial relationships and operations.

  • Excellent interpersonal and influencing skills to interface with government representatives and internal departments.

  • Ability to exercise discretion and independent judgment.

  • Ability to communicate effectively both orally and in writing.

  • Good planning, time management and organization skills.

  • Sound interpersonal skills used when interfacing, coordinating, and negotiating with Company personnel, customers, and suppliers.

  • Ability to use computers to prepare appropriate reports and documents.

  • Proficiency in use of word processing, spreadsheet, and database development programs (such as Word, Excel, ERPs, and Property Management System).

  • Ability to make decisions using sound judgment while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations.

  • Ability to develop/demonstrate research and presentation skills.
