Position Description:

DZYNE Technologies’ focus is on creating new advanced technologies and applications in the fields of aircraft and robotics, while also driving successful test, demonstration, and end-user integration. DZYNE supports the entire program lifecycle from innovative, rapid design and development, to prototype creation and testing, and into early production. Once operational, DZYNE provides support off-site customer operations and flight test programs to ensure operational success.

In order to support the continued growth of the company, a new division is being created to help facilitate and manage several new contracts that DZYNE is expecting. The position of Division Director [DD] has been created for this purpose, reporting to the CEO. The DD will be the primary manager of several large IDIQ and CPFF contracts.

The DD will be the primary point of contact with the government customer to interpret the government requirements and report on DZYNE’s execution of those contracts. The DD will bear the primary responsibility for all aspects of contract performance including cost and quality control of all task and assignments. The DD will be the primary interface with contract program management personnel. The DD will lead all business operations for the division, and will be assisted by personnel within the division and corporate staff as necessary.

Key Duties:

The Division Director’s management responsibilities will include, as appropriate, coordinating task orders with other programs, subcontractors and partners. More specifically these roles include:

  • Management oversight on all contractor task orders

  • Provide technical leadership on manufacturing and engineering matters

  • Maintain quality control and timeliness of all deliverables

  • Lead all planning and implementation of activities. Provide management, strategic direction and oversight to the project/program’s/contractors technical, administrative and financial performance

  • Review of all financial and logistical information on a periodic basis

  • Provide recommendation and evaluation of proposed staff

  • Direct business development efforts under the IDIQ, including technical proposal writing, teaming and staffing

  • Manage contract reporting and document production

  • Monitor and evaluate services under contract

  • Design and implement a variety of short and long-term quantitative and qualitative evaluations covering the activities and task orders including; programs, projects, processes, initiatives, and systems.

  • Perform contract monitoring support, including establishment of monitoring methods, development of metrics, and data collection and analysis

  • Support the development of performance management materials such as program/project management plans and evaluation frameworks and recommendations

  • Supply support staff augmentation as necessary to implement various functions within the division and customer tasking

  • Oversee Government Furnished and Contractor Acquired Property under the IDIQ

  • Oversee all subcontractors and consultants performing under the IDIQ

Organizational Development: The DD is responsible for creating the new division centered around the facilitation of these new prime contracts. The division will entail several key staff including material management, program managers, subcontract administrators and project accountants to support the execution and completing of highly technical, complex work at a demanding pace. The DD will recruit and manage the team to ensure the work is executed on time, budget and within quality. This will include:

  • Defining the mission, roles, and responsibilities for the division staff

  • Establishing program goals, ensuring those are well communicated, and instilled within the team

  • Support the hiring process for all necessary additions to the team. Work with leadership staff to develop job requirements, interview candidates and negotiate pay rates. Ensure all hires have the necessary experience to improve performance

  • Support the team’s performance by ensuring they are provided the necessary tools and resources to complete their work

  • Serving as a coach and mentor to the management team and leads, increasing their accountability and improving their management skills

Standardize Processes: The DD will continue to develop and implement standardized processes and tracking metrics throughout the division to ensure all work is done efficiently, effectively, and meeting customer quality expectations. This will include:

  • Overseeing the development and execution of division budgets and operating plans

  • Monitoring metrics on a regular basis and taking corrective action when needed to ensure quality, delivery, and service expectations are met or exceeded

  • Reviewing and documenting project management processes to accurately and efficiently track engineering projects on both time and materials projects, as well as fixed-price contracts. Establish a standardized project estimating process

  • Ensuring all workplaces are collaborative and equipped with the tools necessary to meet customer requirements

  • Leading the program management cadence of daily internal meetings, external customer reporting and meetings, etc.

Typical Education/Experience:

The ideal candidate will have the following education, work history, knowledge and skills.

Education: Bachelor’s degree in engineering, aerospace or related field required. Graduate/advanced degree in technical field or MBA is a preferred.

Experience: 15+ years in engineering management experience within an aerospace/defense organization with 5+ years in an engineering leadership position required.

  • Experience leading an organization in an advanced, rapid development program environment is required

  • Experience managing a team on IDIQ contracts required

  • Experience managing a team of R&D Engineers, PMs, and Technicians

  • Program management experience of DOD related programs required

  • Experience with vehicle or multi-platform/subsystem level development is preferred

  • Unmanned systems development experience is preferred, but not required

  • Experience managing programs across the full product lifecycle from design through deployment is preferred

  • Secret Clearance is required

  • Early career experience in design engineering and/or product development is preferred

  • Experience with and oriented toward using metrics for business analysis
